Profile of the CEO

Dr. Owusu is a distinguished healthcare leader and Emergency Physician Specialist with over 20 years of expertise in delivering high-quality emergency medical services. A Chartered Administrator and Clinical Lecturer, he holds a Master of Arts in Health Law and Ethics from the University of Ghana School of Law.

Prior to his current role, Dr. Owusu served as the Medical Director of Health Services at Takoradi Technical University. His previous appointments include Head of the Accident and Emergency Unit at Effia Nkwanta Regional Hospital and Medical Superintendent of Axim Hospital. These roles underscore his deep-rooted commitment to advancing emergency care in Ghana.

  • Providing strategic leadership for the delivery of pre-hospital emergency care nationwide
  • Spearheading the development of a robust and integrated Emergency Medical Services (EMS) system
  • Establishing and overseeing Ghana’s premier Paramedic and Emergency Care Training School
  • Leading the training and capacity-building of Emergency Medical Technicians and Paramedics across the country
  • Driving the nationwide expansion of emergency medical care services to ensure timely and equitable access

Profile of the Deputy CEO

Dr. Patrick Paa Sii Inkoom-Colbelson is a Ghanaian medical professional with a multidisciplinary background spanning medicine, laboratory sciences, and international public health. He holds an MBBS from Shenyang Medical College (China), an MSc in International Public Health from Liverpool John Moores University (UK), and a BSc in Biological Sciences from KNUST, further complemented by postgraduate certifications in financial management, operations management, and strategic management and leadership.

His clinical experience spans several hospitals across Ghana, including Achimota Hospital, St. Dominic Hospital, Trauma and Specialist Hospital Winneba, and Our Lady of Grace Hospital, covering specialties from internal medicine and surgery to laboratory disciplines such as haematology, microbiology, and pathology. Beyond clinical practice, he has served as Logistics and Operations Manager for the CAF Project since 2019, founded Global Study Services in Shenyang in 2016, and held IT, Quality Assurance, and Operations management roles earlier in his career — reflecting a strong commitment to bridging clinical expertise with leadership and administration.
