Members of the Governing Board of the National Ambulance Service (NAS) have commenced an orientation programme aimed at equipping them with the knowledge, skills and understanding required to effectively discharge their governance, fiduciary, strategic and oversight responsibilities in line with the laws of Ghana, principles of good corporate governance and the mandate of the Service.
The orientation, being held from 2nd to 5th September 2026, is designed to deepen Board members’ understanding of the regulatory, human resource and financial management frameworks that guide public sector institutions and support effective decision-making.
Delivering the welcome address, the Chairman of the NAS Governing Board expressed optimism about the programme, emphasizing his desire for the orientation to achieve its intended objectives and yield meaningful benefits for the Service.
Speaking on the purpose of the gathering, the Chief Executive Officer of the National Ambulance Service, Dr. (Med.) George Kojo Owusu, outlined three key objectives of the orientation: providing clarity on the mandate of the Service, defining the respective roles of Management, the Governing Board and the Ministry of Health, and building strategic alignment by matching the expertise of Board members with the needs of the Service.
He noted that a well-oriented Board is better positioned to make informed and effective decisions that will advance the growth and development of the National Ambulance Service.
Representing the Public Services Commission (PSC), the Vice Chairman of the Commission, Dr. Mrs. Stella Agyenim-Boateng, commended both Management and the Governing Board for inviting the PSC to participate in the programme. She highlighted the longstanding collaboration between the Commission and the National Ambulance Service and reaffirmed PSC’s commitment to supporting the Service in the pursuit of excellence in public sector governance.
The first day of the orientation featured presentations on key governance and public sector management issues. Dr. Prince Edward Darah, Commissioner of the Public Services Commission, led sessions on Principles of Good Corporate Governance and the Regulatory Framework Applicable to Public Service Boards as well as Selected Topics in the Human Resource Management Policy Framework and Manual for the Ghana Public Service. Participants were also taken through the Essentials of the Public Financial Management Act, 2016 and Public Financial Management Regulations (L.I. 2411) by Mr. Kwabena Biritwum of the Ministry of Finance.
The orientation is expected to enhance Board members’ understanding of the Service’s legal mandate and strategic direction, strengthen their fiduciary and oversight functions, improve strategic and financial decision-making, promote ethical leadership, transparency and accountability, and enable them to contribute effectively to Board deliberations and committee work.
The programme forms part of the National Ambulance Service’s commitment to strengthening institutional governance and positioning the Governing Board to provide effective leadership in advancing emergency medical services delivery across Ghana.
