NAS Commends Nationwide Financial Monitoring Exercise to Strengthen Accountability and Internal Controls

The National Ambulance Service (NAS) has commenced a nationwide Financial Monitoring Exercise aimed at strengthening financial accountability, enhancing internal controls, and ensuring the prudent use of public resources across all Regional Offices. The exercise, which runs from Monday, 7th September to Sunday, 20th September 2026, is being spearheaded by the Director of Finance, Mr. Victor Cofie, as part of ongoing efforts by Management to promote sound financial governance and compliance with established financial and procurement regulations throughout the Service. Conducted under the authority of the Chief Executive Officer, Dr. (Med) George Kojo Owusu, the exercise will assess adherence to approved financial management procedures, procurement processes, and internal control systems in all regions. The monitoring exercise is being undertaken in accordance with the Public Financial Management Act, 2016 (Act 921), the Public Procurement Act, 2003 (Act 663) as amended, as well as the approved financial policies and internal controls of the National Ambulance Service. Areas to be assessed include financial records and supporting documentation, management and retirement of imprests, budgetary control and expenditure authorization, procurement and payment processes, revenue collection and accountability, cash and bank reconciliation records, stores management, asset administration, fuel management, and compliance with NAS financial procedures. To facilitate the exercise, Regional Administrators have been directed to ensure that all relevant records and supporting documents are updated, reconciled, and readily available for inspection. Required documents include cashbooks, General Counterfoil Receipt (GCR) books, asset registers, value book registers, and inventory ledgers. Management believes the exercise will further strengthen transparency, accountability, and operational efficiency across the Service while reinforcing public confidence in the management of resources entrusted to the National Ambulance Service.
